Media commentary has highlighted difficulties in implementing the Asian Century White Paper. Sure there are difficulties but the penalties for doing nothing are worse. It is time to get started on implementation. Some States are very unprepared and probably a COAG work program will be needed to get the necessary whole of government momentum.
